Prof Jan Thomas
Prof Thomas is an experienced governance leader in higher education, research, quality assurance, and public sector boards across Aotearoa New Zealand, Australia, and internationally. She brings extensive expertise in strategic leadership, risk oversight, institutional transformation, quality frameworks, and stakeholder engagement in complex environments.
Prof Thomas has a strong background in university governance, quality assurance and accreditation systems, and veterinary education. She demonstrates a commitment to equity, Te Tiriti o Waitangi, and public accountability, and has successfully worked with a broad range of people to resolve difficult and complex situations through collaboration.
Dr Charlie Blackwood
A graduate of the University of Sydney with a Master of Veterinary Science in small Animal Practice from Murdoch University, Dr Charlie Blackwood has had a 30-year career as a veterinary practitioner with a focus on small animals, horses and cattle. At Warrnambool Veterinary Clinic, Dr Blackwood’s work involves surgical and medical treatment of small animals, with additional work in beef and dairy cattle. Dr Blackwood is an ANZCVS member in Ruminant Nutrition. An AICD graduate, Dr Blackwood brings significant experience in governance to the Vet Board. He has been a Director of Warrnambool Veterinary for over 20 years and was a Member of the Board of Moyne Health Service for 12 years.
Kym Ayscough
Kym is a non-executive director, senior executive and recognised leader in professional regulation with more than 20 years’ experience delivering large-scale regulatory reform and operational excellence.
Since May 2026, Kym has been A/Deputy Commissioner Delivery and Engagement of the NSW Early Learning Commission; the independent regulator of early childhood education and care services. From 2015 until September 2025 she was Executive Director, Regulatory Operations at the Australian Health Practitioner Regulation Agency (Ahpra), where she led national teams and programs overseeing registration, notifications (which you might know as complaints or fitness to practise) and compliance. In this role, which Kym describes as the highlight of her professional life so far, she had the privilege to lead 900+ staff.
Kym was part of the inaugural leadership team which introduced the National Registration and Accreditation Scheme for health professions in Australia in 2010. She has championed cultural safety and harm-prevention in regulatory practice and led award-winning service transformation initiatives. She is a member of the Advisory Board of NSW Biodiversity and Heritage Regulator, past President and long‑time board member of the Council on Licensure, Enforcement and Regulation (CLEAR), holds postgraduate qualifications in law and management and is a graduate of the Australian Institute of Company Directors.
David Ensor
David has lived in regional Australia (Bendigo) and currently resides in Melbourne. He brings more than 20 years’ experience in education, health, and policy leadership. He has served as a CEO, company director, and adviser, with a strong focus on education and professional development. David was Program Director of AgriBio, one of the largest agricultural R&D organisations in the southern hemisphere, which brought together eleven separate primary industries research facilities into a single organisation.
David brings both Australasian and global perspectives on continuing professional education and the development and maintenance of professional standards. He currently serves as CEO of the Australian Psychology Accreditation Council, the national accreditation authority for the psychology profession in Australia.
Inma Beaumont
Inma is a professional Non-Executive Director who brings a wide range of executive and governance experience to AVBC, including internal audit, financial control, operational efficiencies, risk and strategy in diverse sectors like energy, FMCG, retail banking (Citi, BOQ), real estate and education.
With an accounting professional background, Inma is a Fellow of the Association of Certified Chartered Accountants, a CPA and a graduate of the Australian Institute of Company Directors. Inma completed her university studies at the University of Valencia in Spain with a BA (Hon) Economics / Commerce and sits on a number of boards and committees, including the Audit and Risk Committee of The Pesticides and Veterinary Medicines Authority.
